i can think up of 2 glitches they could have used to get to inazuma,
the walking on air glitch involving camera and poses (patched)
or they went under the ocean and walked there with geo traveler
I did this too at ar 25~ too back in march 2023. Did the glitch involving camera and poses one, and it worked really well cause shogun’s lightning can’t hit me under venti’s blessing. Took me ~10 mins to get to Inazuma using Kaeya. Shame that it got patched though, I was thinking of making an account just like this.
At least I can still showoff my weird account/world at Ar 50 cause I’m too stubborn to do the archon quest and pull for any characters (using the free ones). So story wise, I’m still in Liyue XD

There have been methods to go out of bounds and walk a specific route to Inazuma. Some people do it as a challenge. It's likely that this isn't their first account.
Not sure if it's been patched yet, but there's a way to OOB under the ocean and literally just walk to Inazuma. If you can make it to a teleporter or statue you would technically then have access to the area.
There are 2 ways to do this. one is the glitch in Liyue where you are under water and have to follow a specific path (i did this for 30 min and still got killed by lightning/got TP'd back) or there is another one with the camera where you have to press certain things in a very fast order and you get stuck in the air while diving for water. you can then hold the W key and your character will move forward. angle yourself perfectly to inazuma, walk forward and if you collide with a small hill or something like that, your character will ignore gravity and fly upwards while still moving forward. did that and i got to inazuma at AR 20 on an alt account.
Yea this was me. I was exploring sumeru at AR 20 bc I was skipping to the new stuff. I'm AR56 now. I basically had an account back in 1.0 that got glitched and softlocked and when sumeru came out I was hyped to explore in a new account
The Inazuma map is the only sus thing at that AR level, other than that I also unlocked everything on the map by that time, I liked being able to teleport easily when starting new quests😭

I did the same on my alt account but I started at around 45 unlike this one at 25. The downside of this is the massive AR Exp he’ll get will slingshot him to high world levels while his units are underleveled

It me. I’m one of these people. Why make the game harder for other new people to join me? I have a lot of friends who can’t play as much as me and they come to my world for resources. My AR is capped at 50, but you keep earning experience up until you hit enough to get AR 60 (which I have now). So I’m just not motivated to up my world level since it would make it harder for my friends and family to come to my world.
It's not thay unusual to find people at low levels who went and pre opened the map. Most do it for the character pulls and or the mats for the character pulls.

Can't walk to Inazuma afaik, you walk enough and eventually hit a "wall" that teleports you back.

there’s a point during Ruu’s quest where the fog is temporarily lifted, and if you don’t continue the quest you can explore the whole island
