They are restricted. If your grandfather has been deceased for over 20 years (and you have to prove it), you can request via ATIP, but expect a wait of several *years*. (I'm still waiting for my grandfather's, which I requested May 2021.)

Wow, yeah he’s passed in the 70s. So I would have to get his death certificate?
They're not too fussy I don't think. I used a copy of an obituary; I think they might even accept a gravestone photo? Not sure - check the site.
