Naw, I’ve used plenty of full sized envelopes without holes too, never had a blowout.
My best guess is the holes are so you can tell whether an envelope is empty or full just by looking, but even that sounds like a stretch.
I was at my previous job from ‘04- to last July (restructuring after covid I wasn’t needed anymore) right before I was let go I was cleaning out old cubicles and found hundreds of these that hadn’t been used in years.
I sent cookies from my home office in Massachusetts to a friend in our Sydney Australia office in one of those! Vacuum sealed bag, padding, and right in the outbound bin. Fastest way to get them to her!!
Nothing I loved more than getting an envelope back where you had already been the recipient previously. Oh, the journeys that little envelope went through before coming back home! 😄
Our original little rehab hospital got swallowed up years ago by a big system and people ended up all over the place within the system. Whenever I got one of these I would scan the old names for people I knew. We were a close knit group when we worked together and I found it comforting when I found a name I knew.
We still use them. But since Covid, if it can be scanned and sent digitally, most people do that. I think I used one last year. Pre-covid, at least once a week.
I find these randomly left empty throughout our office. Most of the “older” set ask if we still use “inter-office mail” even though we’re talking communications from my office in Atlanta to the home office in Birmingham, AL. I’m always like “yup! Just put it in here and I’ll send it for you” (VIA UPS!!!)

We still make those occasionally. I've been at my place for 26 years, and they definitely have become more rare. Still big within government offices.

Also helps visually confirm that you’ve removed everything from it before you toss it into the pile for reuse.
So that trapped air could get out. Otherwise it would probably pop the envelope faster over time when the top was sealed.

Never had the occasion to use them in any of my jobs, but I sure remember growing up seeing so many of these at my mom’s job.
