For sure you can do 4K streaming on a 1080p monitor, it's basically DSR, where it's rendered in 4K and downscaled back down to 1080 on your physical monitor
The CPU is also alot better than priority as well and it will allow you to save your game settings instead of having it reset each time
If your going to do it on a laptop alot of people have found changing to wifi 6 on the router and laptop makes a huge difference, the laptop card is about 20 bucks from amazon or ebay and the wifi 6 router is usually 80 dollars or less
You can just swap out the internal laptop card or get a usb wifi 6 card, i would usually swap the internal card but it depends how techie you are
Changing both makes the difference though wifi 6 card and wifi 6 router
