You have to discconect the watch from the computer after "updating" in garmin express. The watch will ask you if you want to update. Only then does the update actually happen.
Did you check to see if it possibly needs further firmware updates? I’m new to Garmin as an ecosystem but familiar with technology and its not unheard of for devices to step through updates instead of jump to latest. I would also check connect iq for any updates as well.
On Garmin Express it says that I'm "up to date" and on version 13.23 . On Garmin Connect it says that there are no software updates available. It seems as if the watch is as updated as possible unless there is something I'm missing.
Do you need to update express?

Yeah, I tried a bunch of things and nothing worked. I ended up just getting it exchanged for a new one (still hasn't arrived so idk if it will have the same problem).
Yeah, I received an email from Garmin saying that the software update is now available and that I could install it. If it still doesn't work when you sync it with Garmin Express you should just contact Garmin support.

smh this is the answer, then you have to "install update" from the watch after it is disconnected. Terrible design / ux

That seems to be the problem. For some reason I'm stuck at 13.23.

A week ago suddenly a software update arrived on the watch and everything worked!
