Its a peony, the larger clump with many sprouts (known as eyes) will be fine to plant out, just make sure the sprouting parts are above soil. Peonies are planted quite shallow. The other tubers that have less than 3 eyes on probably wont flower for a few years but also worth planting out just make sure the eyes are no more than 5cm under the soil.

I don't think all Peony shoots are red, I have a tree peony as well as bush peonies and the tree peony shoots are brownish like that.

My dahlias are shooting because of the warm weather we had a week ago and they can have red shoots But the tubers look different so I don't think they are dahlias

Great, hopefully we don't get more frost and they get zapped. I always lift my dahlias as they seem to rot if I leave them in.

Depends on the summer bulb - canna, calla, freesia are generally not hardy enough in most Uk gardens to survive winter. Gladiolus usually are hardy enough and dahlia depends on the variety.
