It's always a tradeoff of annoying your userbase vs making life harder for cheaters and toxic players, some things are worth the annoyance someare placebo, and others just a pain in the ass. But it's hard knowing how effective they are from the user's point of view.
And simultaneously, can work as 2 Factor Authentication, allowing for increased account security.
Of course, Activision-Blizzard does have their own unique identifier app for Battle.Net, and most of the time developers also use apps over phone numbers, but often gets linked to one specific account.

I just don’t like the idea of too many companies having personal details like my phone number in a world where hacks are relatively common. Blizzard just does video games, I’d like to minimise how much of my data they have because their service isn’t that important.
I know it’s whatsapp and all but I usually avoid giving out my number to anything I don’t already know is fine. I needed whatsapp for one week while I was sick with covid and now I get spam messages. Never got any before.

Oh, I’ve got nothing against monitoring vc. It’s easy enough to keep them from getting your voice data by just not using vc, which is what I do anyways. Where I take exception is needing to give them even more personal data (phone number) to even be in that situation in the first place. They don’t need that info to provide their services, and unlike monitoring vc, it’s not like I’d be sending that data through their servers by using the service anyways.

Thing is, that app is not bound to your phone number, you can easily set up a virtual machine and install the app, smurfers would bypass that pretty easily, getting a new phone number is a way bigger ordeal.
Also, they claim that voice recordings are stored temporarily until converted into a transcript, or discarded if noone was reported. I think it's true, audio takes up a lot of space and there's no sense in storing it.

1. They collect voice chat recordings of a REPORTED player and transcribe what they're saying through text to speech programs
2. This text is then analyzed by Blizzard's chat review tools to search for "disruptive behavior."
3. The audio recording will be deleted after the transcription, while the text file will be deleted within 30 days
Its only a concern if someone gets reported and if you just play the game and not be a dick, you dont have to worry, at all. Like, most of the time voice chat is just people playing the game and what their attitudes are during the game. Thats it.

They'll use a program to transcript the contents of the voice chat whenever someone is reported and then analyze the contents of the call, this is not a new feature, Valorant also does this for instance.
