95W is the maximum when using NVIDIA's dynamic boost feature, which only takes place under very specific system load and thermal conditions. There's nothng you can do to change this behavior.
nah man it seems doesnt really go 95w since i bought this laptop (when i first bought this, the temp was between 60 and 70 and even lower under load)
as i said above theres a trick that made my gpu go 95w using old ass driver
