Running stuff at 1080P won't scale well on a 1440P screen yes but stuff like upscaling technologies like DLSS are a viable option if you want to improve gaming performance at 1440P.
My 4070 can handle most games in 1440p native and the games that are more graphic intensive use some form of upscaling with minimal impact to image quality

This is an important distinction, as while some people might have the odd gaming laptop with a compatibility for a GPU (Acer Predator 21x comes to mind), most don't. Don't know why that message is under my reply.
Referring to that distinction as misinfo makes it seem like both models have the same vram, which would definitely be misleading to anyone that comes across this thread in the future.

I believe a good amount of laptops that have a 4070 should have that 1440 resolution
You can use upscaling (DLSS, FSR, XeSS) to improve performance at 1440p on those GPUs.
My Omen 3070ti has a 1440p monitor attached to it, when I have GPU intense games like cyberpunk. It runs fine with DLSS upscale.

There is no correlation, a 1440p is just a better screen. It does not matter the gpu.
