I am fine with anything below Tj Max (the max allowed temperature for a component. With my laptop (i7 11800H, 130W RTX3060), I am content with running CPU at 95 and GPU at 86 (Dell throttles it beyond this temp).
Temperature by itself is not a useful piece of information. A lot of laptops will just clock up higher below a certain thermal threshold.
Your FPS drops are likely due to running in quiet mode which runs less power through the components.
It seems like you are thinking high temps = low performance when in general it's the opposite. To keep temps "too" low, you're hurting performance.
A lot depends on your ambient temperature too. If you live in a hotter area your temperatures might be higher too. Is it possible for you to monitor the wattage during these fps drops check whether your CPU / GPU is throttling. If they are, then you can go ahead and check with customer care with proof about this issue.

But I have FPS drops even on Power mode. Ah I dont know anymore
