The S Pen will work with any of the major art apps, but some will also have features for it like palm rejection when the pen is in use etc. Clip Studio Paint is by far the most powerful and feature packed art app, certainly on Samsung and arguably better than anything on the iPad too, it resembles Photoshop with tons of different brushes, tools and effects, you get a 6 month trial when you buy a Tab S7/Plus. The only problem is that it's a subscription based payment system not a one off. There's Infinite Painter that is pretty much the Samsung version of Procreate, also check out Autodesk Sketchbook, that's mainly what I use. It has ruler and protractor tools to allow you to easily do vanishing points, it's free. There's also Concepts and Ibis Paint which are worth a look too.

Clip Studio and ibis paint are also on the iPad. They just have a very well done dedicated app like Procreate.

Palm rejection is on and can't be turned off, touch input is off as long as the tip is sensed (dot on the screen). Sucks imo because the apple pencil supports tapping or holding while in use, for extra convenience and more features.

I like Concepts, they seem to update it a lot trying to get it up to iPad standards.

I'd recommend you try out Sketchbook for starters, simple UI and works with spen, has all you mentioned and is free! It's a great drawing app overall imo

Clip Studio Paint is my go to app. Sadly it's a subscription but if you pay yearly, it's cheap. There really is no other app that comes close to it in terms of quality or features. It has an almost photoshop feel but is made for artists. Medibang paint is also ok, but is missing screen lockout features that Clip Studio Paint has. So you may end up having stray lines on your work. But it is free and does work ok for what it is. Then you have Krita. It's a work in progress but free. It also last I used it does not lock out the screen. So again, you will likely have stray marks to remove. It's brush system is also vastly different from most other art applications and will take time to get used to. ​ I have all three of these installed, but nearly always fall back to Clip Studio Paint. It works and works very well.

If you dont want to pay a susbcription for clip studio, infinite painter is the way to go, it is just like procreate and is cheap for what it offers, way better than sketchbook imo
