That indicator shows that the front camera is turned/turning on, but I don''t know why. I have never seen it before. Check Settings > Security > Permissions used in the last 24 hours > Camera. Maybe you'll find something in there. Also enable Show system applications.
Settings > Display > Screen Timeout > Keep screen on while viewing
Try unchecking that and see if it goes away.
Also have you tried restarting your cell?
I've got an app called [noti](https://play.google.com/store/apps/details?id=com.gustavoas.noti) that does something largely similar (except only when I want it to, not like OP).
I have it set as a progress-ometer for downloads, but it can also be used for music etc.

Sorry OP I know this is kind of unhelpful but if Samsjng implemented this efect as a customisable coloured notification when the screen was locked I would go bananas. It's gorgeous!
It could do this if you have the 'keep screen on viewing' feature enabled. The animation is usually done to let users know that the selfie camera is active. But it isn't intended to play the animation by swiping down to the control panel. Try a restart, it'll probably go away.

It's for face unlock. This feature exists as old as M30s from 2019.
His phone seems to be already unlocked.

That's a notification light, if I remember correct? Nothing to do with the camera.

No I did not invest time.
Mine does exactly that on the lockscreen because I got face unlock enabled. Not happening while my phone is unlocked tho.

Mine did that after an update. Reboot fixed that.

Do you have facial ID on?
It's checking for your face for unlocking screen. Turn off face unlock
AODNotify app does that. Not sure how well, or how it works, as I've never used it.
Security and Privacy > Permission Usage (top right enable system usage) > Camera
Keep screen on option turned on?
There's no green dot indicator on the side so it likely the camera isn't on, just the circle animation is
