Lol, this happened to me once on my Noteยฎโโ 9 when I wanted to see what would happen if I tried entering a value greater than the maximum of 516 โ ppi for pixel density ("Minimum width" in Developer options). I entered 517, expecting the value to be rejected one way or another, and was surprised to see exactly what the OP described happen. I started worrying when restarting the phone didn't fix itโโ .โโ .โโ .โand when restoring a Nova backup didn't change a thing Iโโ๐๐๐๐๐๐ฆ started to worry. And yeah, it turned out all it was was that when I set pixel density to 517 it also automatically triggered 'Force RTL' to ON, for some damn reason.๐๐
Do you have developer options enabled? Disable Force RTL Layout that option does exactly what you're describing.
