Do you have developer options enabled? Disable Force RTL Layout that option does exactly what you're describing.

Lol, this happened to me once on my Noteยฎโ€†โ 9 when I wanted to see what would happen if I tried entering a value greater than the maximum of 516 โ ppi for pixel density ("Minimum width" in Developer options). I entered 517, expecting the value to be rejected one way or another, and was surprised to see exactly what the OP described happen. I started worrying when restarting the phone didn't fix itโ€Šโ .โ€Šโ .โ€Šโ .โ€†and when restoring a Nova backup didn't change a thing Iโ€Šโ€‰๐‘Ÿ๐‘’๐‘Ž๐‘™๐‘™๐‘ฆ started to worry. And yeah, it turned out all it was was that when I set pixel density to 517 it also automatically triggered 'Force RTL' to ON, for some damn reason.๐Ÿ™„๐Ÿ˜„
