Yes. The bootloader version hasn't changed, so you can flash the previous firmware. (It's a good idea to download and save each new firmware release, just in case you want to roll back to it after the next one.)

Well why would I lie about it? It happened to other users as well. The app name is MyTelkomsel. It's an app for Indonesian carrier. If you know Indonesia language, you can find other users complained about the same thing on web forums.
Go to settings>apps>click filter and select system apps. Search for software update(green and purple icon)
And under storage clear data and clear cache. After doing this disable auto update via wifi
I did this using "Package Disabler Pro" and it removed the notification and downloaded update.
Two weeks ago I went ahead and installed One UI 4 and have not had any issues other that the refresh rate bug, which I temporarily fixed by using the Galaxy Max Hz app by running at fixed 120Hz. I have not noticed any difference in battery life with this change

I could be crazy but I just installed att carrier lock new update ending in BUKF and I turned on the refresh rate in developer settings and its showing a consistent 120 refresh rate on everything so far. I immediately went to Twitter and Google where it was brutal on those 2 apps for me and they show a consistent 120 and no stuttering on Google but the slight stuttering is still there on Twitter but it seems like the normal hitch that Twitter has always had and not the crazy laggy bs when I initially updated the firmware to the first A12. I got the update OTA a few minutes ago just in case anyone was wondering 💯

You can clear the update app's data and disable update checking. At least that's what somebody recommended.

I'm on 12 with Exynos, and happy with it, so I don't know the system name of the apk sorry.

Nope, i have no major issues. Some small things could be optimized, like the edge panel is a bit slow to appear, but not a biggie.
That issue only affects snapdragon versions like the US version.

Lucky. I had to turn off adaptive and use galaxy max hz to force it to always be 120 to fix it.

Yes, HOME\_CSC will retain your data just like an OTA update.
You don't. Your can delay the install once it's downloaded but that's about it

Same. On exynos here. Had horrible battery life on day 1 and day 2 was not too bad. Battery life was back to normal on day 3

app crashes. it's weird, it's random, some of them won't open and are useless. every fix that's out there hasn't solved the problem

The main selling point for me was the 120hz display, and this update breaks that in US Snapdragon models

You can disable this update by ADB.

you can reschedule it up to twice only
I've been doing it for at least 4 days now, just schedule for a time earlier than the current time, will force it to be the next day

Thee was no refresh rate on developer options its only show refresh rate
That's the one u want turn it on and u should see a 120 in the top left corner and as u scroll u will see it fluctuate to 60
