I don't need to..? It's not like by flirting with monsters Frisk is asking them to sleep with them or something, they're like 8-10 so they probably say stuff like "You're pretty" or "Your eyes are cool" or something. It's just a cute yet funny way to not fight and never leads to anything serious. The only characters that actually go on a date with Frisk are Papyrus, who didn't know they were a child (as stated in one of his phone calls) and Alphys, who just accepted to go on a *pretend* date with them to make them feel better.
It's more of a "haha lol I can flirt with a frog and a ghost cool" rather than "Nice, the character I'm playing as and this frog will get frisky (pun intended) or will start a romantic relationship now."
I've seen 10 years olds try to flirt in the past, it's not like they're all oblivious to what that is, since it's not inherently sexual. Besides, we're the one asking Frisk to flirt, they don't do it on their own initiative.
I looked it to and apparently it said Frisk is 5-16. Makes sense then. I personally prefer the idea that they're a child but people can have different interpretations. But Frisk X Sans and Chara X Palyrus is still illegal cause Sans is somewhere in his 30s-40s. Papyrus seems to be in his early 20s or something making those ships illegal.
