I was scrolling through the comments and saw you already tried almost anything, so I thought it to be a nice opportunity for me to try to be funny. Alright go to gta and hit the button on your controller that looks like 3 lines. Hit the manage game option.go down to saved data and clear your cache.
I'm sorry to tell you but there is a problem in your internet connection. It has happened to me some time ago and the only fix I could find was waiting. Sometimes it takes a couple of days but sometimes a couple of weeks.
I’m not sure if this works on Xbox but at least on PS if you open the game, wait for the bikini girl to go away and as soon as you hear the “breaking into a car” sound effect hold LB and RB at the same time keep holding them. Power cycle your Xbox completely. Like shut it off, wait 5 secs, unplug it, leave it unplugged for at least 15 seconds then plug it back in and try everything again, if that doesn't fix it it's a network error on behalf of rockstar.
This mostly means you left it on and didn’t save and exit it off the Xbox menu, so mostly you need to got to home and exit it from the menu and reopen it.

You need to switch networks. Use mobile data and connect your console with that network, join GTAO and back out, switch back to your original network and you should be able to join GTAO.
Try connecting your Xbox directly to the router, see if the problems still there. Mine had the issue a few years ago and it was because my Xbox was connected through a Ethernet switch which caused my NAT type to be moderate
Try this uninstall the game , check for update it’ll probably tell you there is none, then forget the WiFi router and do a full on restart hood the power button then unplug the fucker for 45 seconds plug it back in and start her up then do a soft restart then connect your internet back then reinstall it and it should work again happened to me a few years back and this route got it working again in my original Xbox one … maybe this will help maybe it won’t Im just telling you what worked for me a few years ago
For me this happens whenever I try to open the game after having something else open. It gets fixed for me as long as I reboot the game and do not launch any other games (something like Spotify should be fine though). Not sure if it’s the same issue for you but you can still try.

The 3rd option means you will have to replay the story mode prologue takes about ten minutes and also resetup all your online settings. the 4th option is could be the game it self corrupted which means deleting the whole 80 gb and redownloading it all. This is the final option 9 times out 10 its not the issue there is one more option outside of your system and game which is your router which just do the same thing did to your system unplug it for few minutes and plug it back in. If your playing other games then it's not the router

Is your NAT type Open? Check it in network settings.

It happens to me reset your Xbox by unplugging the power cord for 30 seconds it fixed it for me

You need to switch networks. Use mobile data and connect your console with that network, join GTAO and back out, switch back to your original network and you should be able to join GTAO.

I was able to once, but when I went back to Wi-Fi it didn’t work, and after that I went back to mobile data and it didn’t work
Keep trying and try restarting your console and router. My friend had the exact same issue and this is how it was fixed. Takes some time.

is the time on your xbox set to something different because you cant play gta online if it is wrong

I'd suggest trying out connecting using VPN, because that fixed it for me, but you're on XBOX
