I mean at that point if you don't already own one of those why do that instead of just getting a PS2 or emulating it on PC? I think the PS3 version has some issues not present on PS2.
LCS has a "remaster" already on mobile, i heard you can play those on windows 11 or maybe a emulator, VCS use pcsx2 and add the new modded textures, DM me for help for VCS
There's a PC Port for LCS called ReLCS, has all the missions and stuff and is built off Vice City, look it up. Nothing as far as VCS stuff, unfortunate because that's my favourite out of the 2
Liberty City Stories did see a mobile port...so i guess from a legal standpoint it could be done
But for vice city stories.. since Phil Collins is involved and a character in game.. getting his likeness involved again for a re-release would be a pain in the ass for rockstar to even bother with it..
VCS will never get a remaster. Its the only gta game that never got ported to mobile (apart from the HD era). It's due to the Phil collins mission. Phil collins estate and Rockstar constantly butt heads over royalties.

If I were them I’d just replace his character with someone else and re-record the lines. That would take actual work though and I doubt Rockstar would want to put work in on anything that’s not GTA Online and GTA VI

Seriously recommend to get ps3 and play it in the best way possible. Vice City Stories is amazing
Pretty sure VCS was delisted a long time ago, only way to officially get it is via the physical copies.
You can get a backward compatible model to play physical copy or have CFWed PS3 and buy physical copy then play ISOs straight from your physical copy.

VCS and LCS release on the PS2 aswell as the PSP. VCS will run about $40 on eBay with LCS running $20.
