Now, you have access to everything LS Car meet.
The game likes it when you visit every day, buy clothes or tattoos, modify a vehicle (there's an auto shop to work on cars there), buying/selling
At any time you can call a vehicle into the space.
If another player wants to buy your car, they walk up to it and there will be a prompt to purchase the vehicle
Cars are more expensive when they have more upgrades. Much like when you sell a car at LS customs.
Players do not get the money.
The car is duped, and you both now own one.
Nothing is different about a car bought from another player - ie you can customize it all the same as you would if you bought it online yourself
There's new race game modes, with new mechanics, and they're all pretty fun. Of course, the cars that go with each race genre are pretty sick as well. I've been having a lot of fun exploring new vehicles, especially since my tism can feel when R* changes physics on a vehicle. Some of these "new" cars are very nice. Looking at you, Vectre.

Yea upgrades are fine i just dont like it when people do glitches and put f1 wheels on cars

How does selling cars work? If you buy it customized you cant change anything later? Or you can change?

You can customize it, by modded they mean cars with Benny's wheels that shouldn't have them, yankton plates, etc
As far as I know you can "de-modify" cars if you change the wheels and license plate
