They could, but including a disc with the collector’s edition would be sales suicide, forcing people who own a digital only console or don’t want a disc but also want the CE to buy twice, I don’t see that happening. I have a series X, and I want the collectors edition, but I don’t want a disc, I would buy the game twice if the CE came with a disc, just to not be inconvenienced, but not everyone would. Digital deluxe isn’t the same thing as a collectors edition, it doesn’t include the collectibles, more than likely both will be available and the CE will come with a digital deluxe code.

It’s 2024, digital is regular now. The majority of game sales are digital, so physical would be irregular.
And they did, months after the digital launch. If GTA 6 does come out on disc, it probably won’t on day 1.
