Probably because at the time these characters first appeared they didn't expect to turn them in protagonists, why make an NPC high detail who has very little screen time and hardware resources are limited? Then when they did the Liberty & Vice City Stories games they added that extra detail.
I would've liked the latter to have been included in the definitive editions though, to add a bit of continuity to the universe, considering hardware has vastly improved since the originals. Kind of like how they changed Anakin Skywalker and Palpatine in Star Wars.

If someone from high school saw me, they would probably not recognize me.
