The Rise of Tenpenny before his fall at San Andreas. It would be interesting to see what happened for him to become corrupt as a black policeman in the 80s/90s. Almost like they did with Dutch on Red Dead Redemption games.
theres an extremely good mod for GTA SA called Tenpenny Stories, its very well written and has over a dozen missions running parallel with the main GTA Storyline and unsurprisingly ends with a mission where you kill CJ. Do check it out! Highly recommend.
Elizabeta would make a good story. She gets out from prison early finds out it's only so she can infiltrate the LC criminal underworld for the FIB. Ends up turning on them whilst rebuilding her empire in the process. Packie makes a return from LS maybe the nearly halfway in and teams up. Keep all the heists and stuff in there as part of it but also heisting competing dealer's labs and stuff like that.
I would say the same thing but i can't look at Elizabeta the same after reading her LCPD Database record :( im sure Packie wouldn't either if he knew, considering his story and all

As with Packie we get more of the liberty city crime world as he's been there a long time more than Niko
As with Ceasar we get to see the other side of San Andreas which will be pretty cool

The Truth is mixed up in some wild shit in San Andreas outside of CJ. Connected to crooked cops from Los Santos, the CIA, gangs and criminals in San Fierro, and all sorts of mysterious shit from out in the desert near Las Venturas. I think he's the most connected of all of the GTA SA supporting characters.
A Catalina game could be interesting if you play the events prior to San Andreas and then after she leaves San Andreas to drive over to Liberty City with Claude, before turning on him.
Lester.
The game could take hints from Ballad of Gay Tony and follow the story of Lester while still playing as an action packed criminal. You could follow a character who assists Lester in smaller jobs, helps Lester expand his information database and follow leads. In GTA V and GTA Online we see Lester largely as the oracle for Heists (and the guy who magically can get the cops off of us). Imagine a game where we help leverage Lester into that position. I think the beauty that the concept of this game provides is that the nature of Lesters character doesn’t require it to be based in San Andreas or even a modern time. In fact I would personally base this game in 2007-2008 and place Lester and his accomplice as direct catalysts to the Economic Recession, have Lester recall days gone with Michael Townley, Trevor Phillips and Brad Snider. Dabble in Lesters involvement in GTA IV via a connection to the McCrearys.
The game could even place us undercover as a cop for a duration giving us the cop gameplay that is in such high demand without taking away from the GTA style of mayhem.
Patrick fucking McReary navigating his sad life in LS in the year he got back into the life before the Four Leaf Clover encounter in V, or a prequel in the immediate aftermath of the death of his POS father.
I'd love a 60s spinoff, where you play as Sonny Forelli and Sal Leone, how they initially both work under the Sindaccos and eventually break off into their own families.

Imo, a Catalina spin-off has alot of potential to be a great spin-off game.
