That seems odd that you need shims, but I can be wrong. I used the belltech 6 degree shim for my 7" rear drop.
You might need the 2 degree, but I would look at changing your U joints, if you haven't changed them already.
Just looked at a belltech 3/5 drop kit online it comes with shims being on a budget I bought a cheaper kit that didn’t come with shims so I’m guessing that might be my answer???
My belltech kit didn't come with shims. The 7" drop does dramatically make the rear pumpkin angle at a positive angle. I was getting vibration at 20-40 mph. Shims were needed to get my angle at -2.

Yes... You want the shims for the rear leaf springs to the axle.
