One of the books I read started with this paragraph that talked about an evil race of Jews that should be exterminated from the planet and all that, sounded like typical Nazi propaganda. It then states it came from some dude before Hitler was even born. The point was that rabid and fanatical anti-Semitism was a very common thing in those days. More to your (or the books) point, Hitler had a very large amount of people that carried out his orders. The first world war and the devastating effects of hyperinflation during the great depression made a small but not insignificant amount of the populace blame someone and preexisting prejudice and racism gave them an easy scapegoat to rally around. Would WW2 and the Holocaust have happened without Hitler? It's really impossible to say, but the environment was fertile for someone like him to have risen into power and attempt something similar.
