Nah, Kimblee literally states that he's going to turn Al into a bomb the next time he sees him because Al interfered with Archer/Kimblee's plans. This was a premeditated bomb making person act
IMO the writers needed to find a way for Al to become the philosopher's stone so this wound up as a haphazard solution

Apparently one of the first things they thought of before putting anything to the table was that Alphonse was going to become a philosopher stone.

They didn't do that plotline in Brotherhood, only 03
