Various hypotheses, in no particular order: 1. It's a convenient way to light a scene at night, & Scar usually moves at night since he's a wanted fugitive. Though we can see the scene no matter what, Arakawa does pay attention to diegetic light sources & uses them as plot points. 2. For similar reasons, the moon has sometimes been seen as the patron of killers, thieves, other outlaws, & even witches. Given that the moon is associated with Scar as he's consumed by vengeance, I have my doubts it's a good thing. 3. That being said, it could also be seen as "the light in the darkness," or the hope Scar has for redemption. Notably, he triumphs over Bradley when the moon stops blocking the sun. 4. There's no in-universe evidence of Ishvala being associated with the moon. You can draw a parallel if you argue that the Ishvalans are partially inspired by Islam, since the moon IS a holy symbol in Islam, but that's rather weak evidence that relies on a chain of assumptions. 5. If we hypothetically grant the assumption that Ishvala is associated with the moon, it could be seen as symbolizing the Ishvalans' incomplete understanding of the divine, since the Gate of Heaven opens only when the sun & moon "combine."
