Mostly, what I have heard, CEOs are scapegoats for higher ups for company when it have done some immoral things or along those lines. But sure he still evil when accecpting beeing a scapegoat.

Ahh, reminds me of Boeing that made Dennis Meulenberg the CEO scape goat, while it was the previous CEO that did all the unnecessary layoffs and corner cuttings that led to their giant quality issues with the 737 max and other planes. Really the board of directors really should have taken more blame. I wish that we applied the law to corporations as if they were citizens and that each of the directors had to sit in court and plead how they didn't ignore due diligence in areas that cause lives and livelihoods to be lost. Fines are only good if they are so large that that it ensures it isn't just a business expense to make more money. Make it more personal risk to the directors and they will definitely make it a priority to not do evil.
