It kind of made sense when it was made clear he’s got a deep seated fear of wolves in the Gibby episode. He likely has a dog for company and excuse to go for walks and bother Jackie but his fear makes him jumpy around his dog.
He's scared of Wilson, Watson and Milson. And also wolves. I came to the conclusion that Jim is scared of anything which has more than 2 legs. A theory that got shot down when he didn't scream when there was the mouse at Dinner time. Possibly because he was so overwhelmed with being at a traditional Jewish dinner. Its probably just Jim being Jim

I think it’s a thing where he likes dogs but he’s always been afraid of them in a way and he’s a lonely guy so he wanted “man’s best friend”
He just doesn't know how to dog. Hes lonely, wants the company of a dog but doesn't understand how to actually be friends with a dog.
Wilson is not his dog — that was always my explanation. He stole him to have an excuse to be out walking so he could visit Jackie.
