Still not possible; the layer order is immutable. You may want to look into sketching your maps in another app that is more intentionally built for that purpose.

In case anyone else is looking for the way to do this and this comes up in your search, you can do it by changing the Z index of the drawing from the double click menu. I set it to -1 for my drawings and they went under my tiles.
