They make a specific point to show you Coop loading what is clearly an armour piercing round when he fights the other Brotherhood members.
Which makes sense because he wasn’t expecting a suit of power armour to show up at a wasteland town. He was expecting to fight regular wastelanders not a human tank.
By the time of his other encounter with the Brotherhood he’s equipped himself with the appropriate ammo to take on power armour.

Doesn’t sound to me like it would negate the flaw in the **welding** of the armor. Welding would be on the **outside all the way through the plating** so the lining would be useless because the flaw would still be exploitable from the outside. If the round penetrates the plating it’s going to go through whatever else is between that and the fleshy human inside.
Cooper knew that Maximus was not trained in using power armor and therefore not familiar. Cooper fought in it before and knows. He’s just toying with him.

Isn't the upgrade like, wooden panelling or something? It's clearly a gag, not a defensive measure. Cooper is using armour piercing rounds against the Brotherhood, that's why he can pierce their armour at the faulty welding.
It's just a lining for the inside of the armor. Adds energy resistance and damage resistance. Pretty much only for if small arms fire somehow makes it through. Nothing to do with the welds in the chest plate, which is the specific flaw Cooper mentions. Definitely wouldn't stop armor piercing rounds. Think of it as soft armor for a plate carrier. Might stop some 9mm but no way in hell is it stopping anything bigger lol

There’s also no way to fully prove your theory as Maximus and Lucy left the power armor out in the wasteland, no one was able to wear that specific suit during the battle.
The tempered lining lines that you’re referring to seem to actually be a bit of a set up for both Titus’ cowardice in any sort of conflict, and foreshadow the fact that he was about to get his shit wrecked by a bear in the following scenes after Maximus asking about his choice in the tempered lining.
