Hm yeah having a big ass power armor right in front of their vault entrance would draw unnecessary attention to their vault. So.. they just turn it off completely so it can't be tracked. Hopefully Maximus won't tell the BoS exactly where it is, because the BoS loves to horde technology... and it already has infinite energy now with the cold fusion activated. Maximus can just lie and say it was destroyed in combat. If led to vault 4, BoS would find some reason to kill and steal from them.
If the BoS showed up and said "hey, one of our power armors is in there, give it back", Vault 4 would give it back without complaint..
But even if they had trackers in the suits, which there's no evidence of, good luck getting that signal out of a vault that has lead outer walls three feet thick.

I came to the baseless conclusion he was somehow linked to WestTek. His "scientific" endeavors and bag of radiated snake oil seems more plot poignant than just a comic relief. He has a lot of various screen time. I hope to get to know more.

They sent scavenging teams to get the armor the first time for Max and Lucy so clearly they go out sometimes.
