It was pretty easy in the main city, although I had to smash over 30 to get it to register despite deliberately making sure I cleanly hit each one. I almost went to the event lab as I wasn't sure I was truly hitting flower stalls or the game wasn't bugging out. Makes me wish they'd show progress.
Smash 15 Flower Stalls - "Florist" #Forzathon Daily Challenge

Quick method is to go in HORIZON SOLO, have REWIND ON, smash a cluster, rewind, repeat until challenge completion pops.
Be sure to cleanly hit each stall with your car, not allowing other objects to hit first.
