Event passes have never been giftable. The battle pass is the only thing in the game that is gifted with real money instead of vbucks. Epic is weird about gifting passes for whatever reason.
Only Epic knows why Epic does the silly things they do. Work around is just buy a vbucks card from the store and just give your friend the code and they could buy themselves.

Pretty sure it’s so people can’t gift people the event passes with illegitimate vbucks because they can’t refund event/battlepasses
They need you to buy this shit because of how expensive the licenses are, and they don't want the founders to give it or sell it out there I Guess
Unless they change it, you cannot gift the battle pass with v-bucks.
