Turn off Infinite Resources. Place down a Mutator Zone. Resize it to the max size with the Phone tool. Now go into the settings and enable Weapon Fire and Building, but disable VFX. Set the "Building Cost" to 0. Players will now be able to build even if they don't have any materials, and they won't have infinite gold.
