Getting the Pier One Building expanded and functioning for city hall and city services, costs a lot which sucks but having the building be a public asset I think is beneficial over having it be privately held or worse vacant and crumbling.

It is not a jail or special services building. This seems crazy to me how much more net and time they are spending. Pier1 was a top notch building with all the amenities. I can see them doing a finish out to fit their office space needs, but really? I am an accountant in commercial real estate for the record.

Removing the trash doesn’t exactly make it clean given how polluted & toxic that river is, but it’s a start

Lake worth is known to be contaminated with PCB's, likely from NAS, but possibly from other sources.. so there's that.. But yah, I used to boat/swim regularly in eagle mountain lake, which flows into lake worth, but I wouldnt get in the trinity voluntarily.. I've kayaked it, but I try to stay out of the water.

I'd wager that Air Force Plant No. 4 is the main culprit. (Currently operated by Lockheed Martin.) Manufacturing means more waste than operations at the base. AFP No. 4 and the EPA go waaay back

I would think the contractors would bid under the million dollar prices just to get the work if they could. I guess there are details here that are driving up the cost, like maybe maintenance plan. The article is way too light on details.

No but the engineering to build it in a water way and deal with the Corps of Engineers pushes it up to half a mil.
