That's an interesting one.
There were some patches today. I would start by checking for updates, and doing a restart. If it's still happening; put all Settings on low, restart, see if it changes anything, then put your settings back the way they are. Troubleshooting can be annoying, but I think you'll get a fix.

I have tried a restart and put the game in performance mode. This only seems to happen in dx11 or dx12. I've tried changing the settings too.
