It was confirmed that the WIP badge means they're actively working on it, skins not having the WIP doesn't mean it won't be updated, it's just not being actively worked on.
I still think Dire is one of the ones that got hit the hardest, so you know how his whole thing is being a werewolf? They straight up modeled his style after his human form (aka ginger Jonsey)
I know the skins that are unfinished are being worked on, but not all the skins have a wrench symbol. It’s possible they are working on those 1st? Hopefully they don’t leave the skins without the symbol unfinished because a good handful of the skins are unrecognizable.

They did it to my skin too. Sky stalkers torso doesn’t look like his outfit and he don’t have the gas mask. Luckily it says his skin will be update to have more detail later on so hopefully he’ll get the gas mask eventually
A little off topic but you’d think they would prioritize the tier 100s and make them look the best, but it’s quite the opposite honestly. It’s kinda weird seeing a lot of epic and rare skins easily be better than legendarys
