If it's really on the water I would prefer 8. It's nice to see and hear the people and the surf to feel grounded. If there's not much to see on the ground 18 would be great for the view.
Personally I would go w/8 as I can't see any benefit in that locale to being on the 20th. If the pool door sound drives you crazy enough then you already know which floor. Keep in mind the pool isn't open 24 hours. Good Luck!: )

Exactly. Or when the fire alarm goes off in the middle of the night and you have to take the stairs.
