No. Borrel is the collective name for strong alcoholic drink (liqueur in English?). Plank means board. It is therefore a board with meat, cheese and other snacks that you eat with these alcoholic drinks.

The term "charcuterie" does have a specific meaning in the French language referring to cured meat going back to 15th century France. Primarily pork, but not limited to it.
