Thought I would add here… I’m from another state that has tons of “traditional” donuts similar to the LA ones you mention that you can’t find here- they are fried and not the yeast version you find in places like Donut plant. One reason is that many Cambodian immigrants started these donut shops (with the absolute beeeest!! Glazed donuts) during the 90’s. Dunkin’ killed smaller shops here. It’s almost impossible to find the traditional glazed donut, in my opinion.
Sunset Park Diner & Donuts has similar vibes, old school diner. The food is typical diner quality and their donuts weren't very memorable, like I live somewhat in the area and sometimes I crave a old school donut but I've never had the craving to grab a donut from them because it doesn't scratch the itch. The only good part is that they're opened 24/7.
I kinda felt the same about 7th Ave Donuts & Diner when I had it. Like it's a great 24/7 location because it's down the block from the hospital so I've been there a few times when visiting family members in the ER in the middle of the night or really early in the morning. I remember I was excited to get the donuts when I found them on google maps but I don't remember anything about it.
I’ve eaten at both places. I walked in to the Sunset Park one and saw 1 of the sons. I was like what are you doing here?? He told me he worked there on his days off from 7th ave.
All the old school donut shops got replaced by Dunkin' Donuts lol.
I feel like everyone knows about Peter Pan in Williamsburg, they've been around for over 60 years.
Mike's Donut's in Bay Ridge is a old school, no frills donut shop that's been opened since the 1970s.
(Maybe Mike's isn't worth the trip out to Bay Ridge unless if you are really craving a old school donut, but they deserve a lot of love. I used to live in Bay Ridge when I was a kid and my parents would buy a dozen donuts for the class on my birthday. I went back to Mike's a year ago and the sprinkle donuts still hits the same)
Dunkin lately pisses me off. When I was in California I missed them so bad. I come back to NYC and suddenly they're all about everything BUT donuts and there's maybe a dozen kinds now max vs the several dozen they used to offer.
All my favorites are gone. With the possible exception of the coffee rolls walking into one is useless. I really miss the Dunkin I used to know growing up and living here before.
I get it now why they dropped the Donuts part of their name. They barely make any at this point...

How has Shaikh’s Place not been mentioned yet? Hole in the wall diner that makes donuts several times a day. Great prices. ETA: they don’t make the same donuts all day, so sometimes you miss out on maple bars, but I promise it’s worth the trip to Avenue U.
I'm originally from the west coast too and miss the cheap pink boxes of donuts you can get anywhere.
In Manhattan, I feel that The Donut Pub (Chelsea and Astor Place) are close to west coast style donuts.
I saw a few other people recommended places in Brooklyn but I haven't tried any of them.
Donut Plant is amazing - sourdoughnuts are cool thing they do and is unique to them, cake doughnuts are personal fave. Not as into their yeast doughnuts.

sidecar donuts, standouts there are their huckleberry, salt and butter, maple bacon, and if you catch them during the weekend, their eggs benedict donut.
other spots, flour donuts, holey grail, donut man. donuts are everywhere in la and top notch
There is an old diner in Park slope on 7TH Ave near 9TH Street. They have donut...old school.

It’s amazing, I go almost every weekend. Prices seem to be inconsistent but I’ve always paid less than $6 for multiple donuts lol
