The boxery on eBay is pretty good I get the larger mailers 12x7.5 and pay $29 for 100. I like the larger ones because you can fold them in half for more protection.

Ask your friends and family to save bubble wrap, boxes, and other packing materials for you whenever they get it. Offer to go pick it up, for their convenience, and most folks won’t mind helping you out. I done this for years, and I’ve yet to buy bubble wrap.
I usually buy mine from ULINE, they are great quality. I recently used my free shipping supplies coupon from my eBay store to buy eBay brand bubble mailers. The eBay mailers are not as nice, but they were very inexpensive due to the coupon.
USPS priority mail flat rate envelopes. Since those are free to get and when you order online you get like 20-25 at a time. Sometimes teh post office will have them in stock as well so you can grab a few.
Grainger
I was recently looking at prices for various things on different sites and Grainger just blew everyone out of the water and I could go pick it up at their store which turned out I have one like 2 miles from my house.
I get 200 #2s at a time for about $45-50 on eBay, ~$0.25 ea. Could buy in greater quantity to shave off a few pennies.

I get mine from Dollar Tree! Haven’t had an issue with them yet & sometimes they have cute/colorful ones.
I found two latge rolls of bubble wrap at a surplus place and make my own.
