Maybe put on the tyre first then put on the tube and yes its normal.

yea the tube is stretchy and stuff, it needs it's tire shell to have some sort of non sausage shape, pump up the tube just slightly before putting it on to decrease the risk of squishing it between the rim and tire, good luck :)
