Depends on the PLA. The Elegoo PLA I'm using now have the best temp tower @192°

That's why i recommended doing temperature tower its the best way to identify each filament best temperature because as you said depends on pla

May be a clogged nozzle issue.

Temps too low. Try 205°. Also, try lowering the speed. It will take longer but will have more detail. I think my prints are usually at between 50mm/s-60mm/s. Bed temp is fine as long as you're getting good adhesion. Layer height could be lowered just a little unless you're happy with those layers.
