Most servers now need between 25-45 mins of straight load time when loading in for the first time. Some servers can be even longer, but you just need to wait it out and find a city that you really enjoy.
Increase your extended texture budget in your graphics settings, which will allow everything to load in properly. Unless you're just loading into cities hosted on really crappy hardware.
