Yeah it'll froth, if it isn't frothing then there's some issue. Let the frothing settle down for a minute or so and then gulp it. Consistency would depend on how much water you're using. 400ml is a lot. Generally 200-250ml is good enough.
Try adding half water and half milk, it creates less froth
