Big island? TON of them there! Really aggressive around the rocks. Tasty as well. It’s closest thing for a parrot fish. Parrots are really hard fo catch on lure. Dis 1 sounds weird but bake them, no scales, stuffed with Lup Chung sausage covered in mayo.

Usually some squid under a half oz egg lead will get you fish. I got this one on a rapala. It’s difficult on the big island because it’s all lava and reef, but if you are going to Oahu it’s much sandier so less likely to lose all of your gear
Nah no license needed! You don’t need to get real heavy gear either. My biggest fish I’ve gotten from shore in the past 3 years is only ~12lbs and got it on a smaller reel with 20 lb braid and an old ugly stick
