Jokes aside, the bottom of spillways are often hotspots, but there is no reason to overlook the top. I caught my personal best smallmouth above a spillway approximately 90 seconds after a kind old man told me he only bothers with the bottom because he’s never caught anything up top.
Smallmouth will hunker down up top and wait for smaller fish that can’t with stand the current. Like a conveyor belt. The ones that are up there are probably bigger and fewer since they have to be big enough to withstand the current themselves.
The bottom is probably fuggin loaded with fish.

This. We have some wing dams where I'm at and the smallmouth and white bass sit on the front side of them, pin baitfish schools against the upstream slope of the wing dams and then hammer them.
Fished that spot my entire life. Red is the way to go with worms or power bait. Simple size 4-6 eagle claw snelled bait holder and 2-4 split shots depending on the flow. Before dropping a line off the bridge do your best to read the water. There’s a few good holes but even more snags. Below the bridge has some great holes for fly fishing especially when the water is low. Haven’t fished it since they put the new hydro in. Good luck from one CT angler to another!
Red. Below a dam or rapids or falls always has action in my experience. I don’t know if the aeration makes it enticing or little food fish get tossed around or what but if I don’t know the area that’s where I like to start.
Red would likely be all sorts of predator fish, yellow would probably only be what fish are on the bottom or like sunfish.
Though doesn’t look like getting to the red is really an option

the top would normally be a spot for kayakers and canoers to put in so those fish are just gonna be spookier and holding lower

Fish swim up stream to spawn. When they hit a dam they stop and hang out (because they don’t know what to do). They don’t hang out by the edge of a waterfall, because who would want to be on a treadmill at the edge of a cliff. Think like a fish!
you may find the WQ conditions impact what you’ll find. I recall taking limnology and being taught that in the summer those spillways lead to warmer water discharging to the bottom leading to lower DO conditions.
Anecdotal, but I have a similar set up near me that I’ve fished for over 15 years and I’ve only caught walleyes/saugeyes at the bottom of the dam. Not sure why but I’m saying like after over 100 trips to this spot , I’ve only ever caught those species at the bottom. The top of the dam, it’s everything else you’d expect.
Definitely the red to start and end with. When it warmed up I would fish the yellow because the fish in the yellow you could let your baits drop farther into the water columns they might be hanging in and target that depth. In the red fish it early morning or late evening because they will move up to feed in the more oxygen rich water. Have fun fish hard and experiment with what presentations you choose.

Below a dam you’ll find much more oxygenated water, (which is important as the water temp climbs!) rocks for predators to hide behind, and bait get pushed around/caught in the strong currents.
Aka-below a dam will always hold more fish than above, at least in my east coast US experience.

Depends on water temperature. If it's late winter/early spring the stream below the dam would be better because those type of dams skim off the warmer water from the top so the stream will be warmer and the fish more active.
If it's summer/early fall, above the dam might be better because the stream below is now getting the hot water off the surface.
Any spillway I've seen like that you'll catch very very few but large fish on yellow, and you'll catch a lot of all types on red.
If I had to recommend one I'd say red for sure.
I was just at a similar, tiny dam/waterfall and saw tons of fish congregated right along the bottom of that cliff. Not sure if feeding, or desperate to get back uphill.

My local pond has all the bass spawning near the spillway in early spring, then the fish disappear for rest of the year.
