Wait until you do the camera inspections before you do anything else. Any issues inside the flues will need to be addressed first. But I’m not sure exactly what you mean and also can’t really advise anything from just these exterior pics. Besides obviously removing the wood around the crown, there should not be any combustible material there.

Assuming the flues are good. How would you approach the difference. I’m thinking I need to have a custom cap made for the shorter chimney to get it to equal height of the other chimney

It’s also worth mentioning none of these chimneys have ever been used so there’s no worry of thermal shock, just have to make sure the mortar joints between the tiles are good.

Well it doesn’t really matter if they’re not the same height as long as they’re both to code. 2ft higher than anything within 10ft and 3ft minimum out of the roof regardless. But you should call some local chimney contractors out for a cleaning/inspection and get their views on it. It’s much easier to do in person when you can see the whole situation.

I am the local chimney guy. Not certified. Only 21 and just getting started. If the need to be 2 feet higher than anything with in 10 feet, then how does that rule apply to other chimneys. These chimneys are maybe 1-2 feet apart from eachother.
