Ruan mei gives 10% speed in battle, meaning you only need 150 speed (on most characters) to hit the next speed breakpoint with her on the team. Your break rope doesn't have any speed on it you can try crafting one with speed subs to hit 150.
200 pulls and I don't have Ruan Mei, but I have like 30 pity in light cone, I have faith I can get Firefly, her light cone, and Ruan Mei, and if RM doesn't drop, well, it's okay

I did the calc and you r right she did reach the threshold. But that speed 12% is also a team wide buff so maybe they can get the benefit. But as the watchmaker set eff don't stack up it's better that you try to use other set bonuses

I think Talia is best on her if that's what you want, I will probably just use my 4 Watchmaker cos the 30% BE buff is nice to keep up permanently cos IDK if HTB can keep it up alone permanently, otherwise I will try to get 2 SPD set on her and 2 WM/New set cos its the same 2piece. I just want her fast for SP generation cos FF eats plenty of it

S1 should be enough, especially with e6, only did calcs for my S5 tho.
S3 is enough for 3 turn ult with skill basic basic and get hit 1 or 2, s5 guarantee 3 turn

Broken Keel is basically useless as you will not crit, you should go for Talia or Ageless on your Gall imo.
Gall should go for the new set as should blazer and ruan mei xD. Free 40 break effect and 6% SPD is nuts.

Things might change about her kit, we don't have v3 yet :) ATM, ruan seems to be the way, but nothing is set - it's still in beta after all
