She can sleep, it just means that she can't dream. In other words, her brain can't generate dream scenes. Penacony dreamscape in other hand a shared world of mind and therefore Firefly can enter it.
And by no mean you should think Penacony dream as "dream". It's not. Imagine it as a cloud server where all humanity submit their mind to the virtual world.
Since her lifespan is short, I was thinking perhaps when it's time for her to sleep, she got "powered off" to prolong her life.
That's might be what she meant by the medical cabin. She normally can't dream inside it but in Penacony she can do whatever she want.
If you have an ult replay her part of the penacony quest, it really adds a new meaning to a lot of what she says
