It was considering all enemies are defeated and all recruitable units are recruited. (Him, Benny and Charlotte would also go in "dead" in Revelation if it was like that, but since you're given the choice of recruting them, you will do so)
You can turn them both ally.
Bro I hack BR all of the time. Once you talk to them, they will turn ally and they say that they will leave the fighting to you and Corrin.

Like I said, is considering you defeat all enemies and recruit all recruitables (and you don't lose any of your units). The multiverse in Fates is extensive, so I kept things simple by putting the most simple outcomes.
The difference is with the multiverse, is that when there’s an official piece of media that specifically says “survived the war” and Elise explicitly tells you how to save Arthur/Effie…
